Christopher Farrell, who is 38 and a native of Pawtucket, has been charged with illegal trespassing and illegal vandalism.
While police were on their way to the scene, a neighbor across the street called to say someone was trying to steal a car from outside their home.
Vermont State Police said when the soldiers went to the second call, they found Farrell getting help from paramedics. He was taken to Central Vermont Medical Center to have his mental health checked.

Vermont State Police said Christopher Farrell, 38, was arrested Saturday in Waterbury, Vermont, after officers were called to a report of a burglary.
After investigating the case, police charged Farrell with illegal entry and illegal vandalism. Farrell was ordered to appear in court on August 25 in the criminal division of the Washington County Superior Court.
Laura Hart, a spokeswoman for the Rhode Island Department of Administration, said Monday morning McKee placed Farrell on paid administrative leave.
Mr. Farrell has been placed on leave until this personal health issue is resolved.
Hart says senior advisers provide the governor with “political and operational advice,” and Farrell’s portfolio focuses on the administration department, federal spending on infrastructure and services for veterans.

Farrell is currently sitting in front of the Vermont Supreme Court awaiting the final verdict. Rory Thibault, the prosecutor, said Sunday that once state police gave him the files, he would look at them.
State police have said both charges are felonies, but the final decision will be made by the Washington County Attorney’s Office.
Police say Waterbury took EMS Farrell to Central Vermont Medical Center in Berlin after the incident to speak with a screener from Washington County Mental Health Services.
In addition, he will soon be sent to prison, where he will remain for a long time.
